The second theme is culture and the arts as tools to promote freedom of expression, youth engagement, and/or economic advancement, which can include artistic programming, cultural events, creative industries training, or platforms that help participants express ideas and potentially generate income or employment opportunities. The third theme focuses on freedom of speech, transparency, and democratic values, which may include civic education, media literacy, accountability initiatives, public dialogue, or activities that strengthen understanding of democratic principles and open governance. The fourth theme is alumni engagement in community service initiatives, specifically encouraging alumni of U.S. exchange programs to apply their experience in service-oriented projects; however, proposals centered mainly on alumni networking are noted as unlikely to receive funding.

Eligibility is intentionally broad. Applications may be submitted by individuals, informal groups (such as a group of exchange alumni working together), or non-profit organizations. For alumni-led proposals, the Embassy encourages partnerships with existing and active alumni organizations, which can help with recruitment, credibility, and follow-through. Across all applicant types, proposals are expected to identify and collaborate with appropriate partner institutions. These partners can contribute expertise, venues, trainers, outreach support, or other resources, and they may also provide cost share.

Cost sharing is not presented as a strict requirement, but it is encouraged and can strengthen an application. The Embassy notes that both financial and in-kind contributions count, so competitive proposals often show how the applicant and partners will help cover certain expenses, donate space or staff time, provide equipment, or otherwise reduce overall grant costs while increasing community buy-in. Another major selection factor is sustainability: projects that can continue producing benefits after the grant ends, whether through local ownership, durable training outcomes, reusable materials, ongoing partnerships, or a plan for follow-on funding, are likely to be viewed more favorably.

There are also practical implementation expectations. Projects should be conducted in English or include a major English-language component, which means applicants should plan for English instruction, English materials, bilingual delivery with a substantial English portion, or programming where English is central to participant engagement. Grantees should also be ready to share information about their activities on the Embassy's social media platforms as appropriate, so proposals should anticipate public communications elements such as photos, participant stories, or event highlights, while still respecting privacy and safeguarding considerations.

Finally, the Embassy indicates several features that will increase priority during review. Proposals are favored when they reach a large number of beneficiaries during the grant period and create impact that lasts beyond it, when they meaningfully engage youth rather than treating young people as passive audiences, and when they connect more than one of the program themes in a coherent way. In practice, the most competitive projects are likely to combine strong youth participation, a clear civic or cultural objective tied to freedom of expression or democratic values, credible partners, measurable community impact, and a realistic plan for sustaining results after the funding period.
